Arcade Gannon glitch *FIXED*

Apparently if you have Dead Money installed at some point Arcade gets glitched (most likely tied to Lucky 38) and not have any dialog options for rejoining or falsely reporting that you have too many people with you, regardless of whether you're alone or not.

Things that I have tried:

- having each NPC join and then dismiss them to Lucky 38
did not work

- having Rex in your party when asking Arcade
results in a special dialog option that allows him to join, but only worked the first time
same is apparently true for ED-E, but I suspect that also works only the first time

- travelling to Vault 22 to try and get the mysterious NPC to show up
did not work

Things that I have not tried:

- dismissing all NPCs to their original locations
I suspect this might work because I think the problem is related to Lucky 38 as Victor at the entrance says you have companions with you and have to leave them even if you don't have any

- disabling Dead Money DLC
very hesitant to do this as I'm worried about potential glitches

- installing infinite party members mod
the modder notes problems with Dead Money which I suspect are related to this glitch

Any ideas?
 
The latest patch doesn't fix it. Dismissing all other companions to their original locations hasn't worked either. I guess I'm screwed.
 
I know you've most likely already covered this option, but I used to have that happen to me and it was always tied to ED-E. I'd dismiss Arcade to the .38, do whatever business I had with one of the other followers, go back, and try to recruit Arcade only to have him not even give me the option. What always worked for me was to try and recruit Arcade at the .38 with ED-E in my party and then send ED-E back to the .38 from inside the presidential suite. After doing so, once I had no party, Arcade would agree to come with and I could pick up ED-E or Rex as normal.

Of course, like I said, it sounds like you already tried that or some variant of it, but I thought I'd chime in anyway since you're in a jam.
