I have to disagree, they aren't useless, blinding makes them have a much harder time to hit you, (can't ever remember a blinded mutant hitting me even when standing right next to them) arm shots seem to be much more valuable as anyone with a two handed weapon can't even fire it after that. Also head and shots seem to get alot of knocked out effects (eye shots too, but not quite as much) and I'd much rather just go and finish off other things while that creature is effectively out of the fight (and easier to hit while unconnsious). The main thing crits seem to do is give you the "ignored armor" effect which is quite nice as you do your full weapon damage. However I once got an eye shot on a mutant from a sten gun that did 169 points of damage, that is a once in the game event so far. I noticed one other thing. I gave rebbecca mutate and finnesse so she now has a 15% crit chance (10% from finnesse pluss 5 luck), but she seems to be critting significantly less than my main who has an 8 luck - So the way crits are done is definately screwed up, either it's more based off of luck or they are taking into account actuall damage (finnesse gives -25% dammage, my main has kamakazi which gives +25%) or they are using the ammount above what you need to hit as an additional indicator for a crit as even though rebbecca and my main have about the same small guns my main has an equivilent 10 perception, so will often be getting a 95% to the eye when rebbecca will have like an 86% at great distances.
I do have to agree called shots are no where near as good as fallout 2, I think it's more ballanced, but perhaps they have gone too far in the other direction, and quick shot is now much more of an option, and finnesse seems to be a trait with far more negatives than positives, but don't give up if you don't have fast shot and start over those called shots are usefull, just don't aim for the eye out of habit, go for the head or arms too.
