Are there any completed Fo2 mods out there whatsoever?

I keep hearing about all kinds of them being development and their news sites updated.. but are there ones that have already been completed?

If you mean a TC (total conversion) mod, then no.

If you mean a smaller mod like the Vertibird mod then yes.
