Are there any quests or ways to raise stats in the game like

I played this game along time ago and dusted it off and wanted to play again.. i remember vaguely that elixir of life will boost a stat but i forgot what.. also is there anything else in the game that will boost a stat permanently?

you can read books about a skill, and it will improve that skill.

aside from the elixir, nope (except for power armor / chems).
