bad ideas

Just a few ideas off the top of my head,

1/Remaining forces at Canada engage in conflict with NCR forces over untouched , nonradiated land or undiscoverd oil reserves ( something valuable anyway ) in north america/southern Canada. The hero is Drafted into NCR army.

2/ 20 years after the fallout2 game many inhabitants of the community of vault13 and arroyo city develope psionic powers due to radiation and FEV virus treatments. including the family of hero. BOS , Enclave remainder , NCR whoever you want annex the community and take all inhabitants who display the above gifts. The quest for the Hero? find his family.

3/ Original Hero from fallout2 goes missing,find him/her with current hero.

4/ Play a young Vic/ Marcus/ Cassidy in a fallout2 prequel

5/ Judgement day: Dead inexplicably rise and wreak havoc on all communities. Quest findout what the hell is going on and stop them. Plot by enclave shi new bad guys whatever using signals . FEV virus whatever you want with it to use the undead.

6/ america becomes increasingly inhospitable , hero forced to leave for undiscoverd country.

7/ time loop, hero has a chance to go back in time and stop the original nuclear war.

General idea's :
Have good and bad NPC's good ones wont join unless your a good char and vice versa with Bad.

( i know this is a tall order ) parhaps visit other nations / continents

Be able to play a Black coloured char

Change of wheels, Vehicles range from bikes to Jaguars to seaplanes.

Special encounters could include:

Battlestar Galactica people, Earth wasnt all they had hoped it would be!! you could take metal armour off the cylon ( however u spell it )

The A-Team van: general vehicle with a massive arsenal inside,

Maguyver:chat with him +100% to traps skill

Fred from fallout2 : needs 50$ to make a phone call to his stockbroker. meet him again for money

Dead Colonial Marines: all armed with pulse rifles ...hmm armour is useless because its melted with acid

Ed's Ghost: Tell him water chip was found.

Morton brothers Mother: agree that is you see them (unlikely) to tell the boys to come home and that their dinner is ready.

Cheers Bar: converse with other fallout chars for Xp and bonus to skills depending on char.

Santa's abandoned Sleigh: general goodies

Jurrasic Park kitchen: general growling heard and cries of someone calling for timmy

Smoke a jointwith Harkin from fallout 2 for extra perception
 
Ummm... good bad ideas...

Although playing as a young Marcus would be kinda cool, you could have the option to join masters army or have the option to kill the vault dweller himself. Good idea, bad probability.
 
I don't like to much of those ideas. Fallout should be Fallout. I mean they shouldn't try to mess with the settup of the game. Playing as a young Marcus, ... NO. Fallout is great because it differs from all the other AD&D games. You don't have to choose a race. Although the part about playing as a colored char. i liked. In #1 you stated that F3 should be after F2 and in #2 you posted that it should be before F2. Correct me if i'm wrong but that seems to be a big contradiction. Also leave the more SF stuff like time traveling away. Fallout should be a game with not that much tech seeing it is played after a war. Besides if you could return to a point before the war and are able to stop it. Then the timeline in F1 and F2 would be incorrect. I liked the random encounter ideas though. Thoose are pretty good.

2) ABSOLUTELY NO STUFF LIKE BIKES OR JAGUARS !!!!
Try riding a Brahmin.
3) Try adding some realistic food supply in f3. I never understood the way a person got to live off the barren wasteland in fallout. I think you should have a food supply whe traveling (sorry for the bad spelling). Try and find a good use for the Iguana onna stick and Nuka Cola.
4) The most advanced gun in the game should be a combat shotgun, NO JACKHAMMERS/BOZARS.
I think the arsenal you could use should be something like this (in order of strength):
a) Club (something like the wrench or a board with a nail in it).
b) Knife (a combat knife is okay too).
c) Sharpened pole
d) Spear/sharpened spear
e) Bow & arrows (design different types of bows (short bow, long bow, short hunting bow, most of the stuff found in Diablo, whitout the magic and swords),arrows (like wooden arrows, steel-tipped arrows, serrated arrows,poisoned arrows, radiated arrows (should be kept in a lead quiver), etc.)
f) pipe rifle
g) low caliber revolver
h) 10 mm semi-aoutomatic colt
i) hunting rifle
j) .45 magnum revolver
k) desert eagle
l) 14 mm gun
m) .223 semi-automatic gun (the one found in the Hub in f1)
n) double barreled shotgun
o) combat shotgun

(maybe alter the sequence a bit)
Also, you should do a bit more damage with rocks than fighting bare handed.

i think that you are describing a fantasy game instead of a post-nuclear game, besides the fact that you call it fallout 3. most of the things would be quite outlandish in a post-nuclear world, except for the special random encounters (they can be outlandish). i did like the Morton Brother's Mother idea though. i think that F2 was even a little too much, tech-wise. the game should be a "scavenge" for gear, not how it is in F2 like "gee, i got so much gear i can barely carry half of it."
 
the technology in fallout 2 yes at alot of parts does seem a bit too tech-avanced but fallout 3 is definently going to have more. Why would Black Isle stop going further in the tech-avanced look and feel of the game. They did in the jump to fallout to fallout 2. They might not have as much and will problely work out the faults in fallout 2 to make fallout 3 even better than the last two. They made alot of small advances & improvements. The NPC changes and the Skill Techniques. The huge gun craze that was apart in fallout 2 was a big fault in the game's realistic part of being what it would be like to start over but games arent reality never had been unless your talking about

2.War Games (based on the realism of the game)

So the not realism part of any game is one that is stuck there. We strive to make thing look more real as can be imagined, Movie's and Game's so us that. Such as Matrix and Fallout is the plot of these two examples real no it not. But it looks real enough that you could believe that it could happen.

I slightly agree with you that guns should be harder to find but assuming they use my Factions idea your gonna get guns in the end. You should start in the wasteland unarmed and gradually get more weapons up to the hunting rifle then find your faction (who ever you may chose) and the you obtain more firearms and upgrades and it starts to drift slightly out of reality as you become an exact copy of Hoorigan or the overseer. With the claw and the chair.
 
Ohh and 1 more thing they should make some stand alones where you can freely play as marcus or cassidy. you wouldn't affect the timeline and you could play out what would happen if things where slightly diffrent.

Fallout: As Sulik
You play a tribial trying to find his siter. You discover she was taken by slavers and get trapped as a slave in klamath as you try to work off your debt. Then you meet the chosen one he frees you and works for you. He wnats help on an Enclave quest so you go around the world getting diffrent reactions as your an extreme tribial and you eventually find Hoorigan who has captured your sister and rapes her so you kill him and leave you save the Chosen ones people and everyone is happy.

Fallout: As Marcus
What should you do, do you team with the master do you go against him. Will you beat up jacob. Will you die at his hands. Do you kill the vault dweller. Do you become friends with Jacob. Then you go found broken hills the chosen arives and you get to explore new reno with him and finally help him fight Hoorigan.

WTF? The dead rising? Sounds like Post-apocalyptic Resident Evil to me. That is B*A*D.
