Just a few ideas off the top of my head,
1/Remaining forces at Canada engage in conflict with NCR forces over untouched , nonradiated land or undiscoverd oil reserves ( something valuable anyway ) in north america/southern Canada. The hero is Drafted into NCR army.
2/ 20 years after the fallout2 game many inhabitants of the community of vault13 and arroyo city develope psionic powers due to radiation and FEV virus treatments. including the family of hero. BOS , Enclave remainder , NCR whoever you want annex the community and take all inhabitants who display the above gifts. The quest for the Hero? find his family.
3/ Original Hero from fallout2 goes missing,find him/her with current hero.
4/ Play a young Vic/ Marcus/ Cassidy in a fallout2 prequel
5/ Judgement day: Dead inexplicably rise and wreak havoc on all communities. Quest findout what the hell is going on and stop them. Plot by enclave shi new bad guys whatever using signals . FEV virus whatever you want with it to use the undead.
6/ america becomes increasingly inhospitable , hero forced to leave for undiscoverd country.
7/ time loop, hero has a chance to go back in time and stop the original nuclear war.
General idea's :
Have good and bad NPC's good ones wont join unless your a good char and vice versa with Bad.
( i know this is a tall order ) parhaps visit other nations / continents
Be able to play a Black coloured char
Change of wheels, Vehicles range from bikes to Jaguars to seaplanes.
Special encounters could include:
Battlestar Galactica people, Earth wasnt all they had hoped it would be!! you could take metal armour off the cylon ( however u spell it )
The A-Team van: general vehicle with a massive arsenal inside,
Maguyver:chat with him +100% to traps skill
Fred from fallout2 : needs 50$ to make a phone call to his stockbroker. meet him again for money
Dead Colonial Marines: all armed with pulse rifles ...hmm armour is useless because its melted with acid
Ed's Ghost: Tell him water chip was found.
Morton brothers Mother: agree that is you see them (unlikely) to tell the boys to come home and that their dinner is ready.
Cheers Bar: converse with other fallout chars for Xp and bonus to skills depending on char.
Santa's abandoned Sleigh: general goodies
Jurrasic Park kitchen: general growling heard and cries of someone calling for timmy
Smoke a jointwith Harkin from fallout 2 for extra perception
