Okay, there is a rather interesting discussion going on in the thread "ghouls or mutants", and it has me spinning theories like MacBeth's witches. This seemed to be one of the more viable ones:
I'm sure that those of you that have played Fallout 1 remember that ghoul in the Followers of the Apocalypse basement, the one who said that he, too, was from a Vault 13? That said he, too, had been sent out long ago by the Overseer to find a waterchip? Well, he never found it, did he? And you're still alive, aren't you? Since the Vault didn't have any spare chips, the most likely solution is that the chip wasn't broken.
It also stands to reason that, since he got to Necropolis,and (with the help of Set) pretty much wiped out a super-mutant occupation force, that he was quite a remarkable individual in his time. Much as your vauldweller was...
Couple this with the Overseer's control-freak-with-issues/mama bird personality type, and the theory pretty much comes together.
I contend that it is a likely possibility that your chip was never broken. The Overseer saw that you were a strong, capable individual, and that it was possible that you were the kind of person that the other vaultdwellers would admire. Would look to. Would listen to. That you were either capable of leading them on the outside, or of eclipscing him in their hearts and minds. So, he sent you on a wild goose chase, hoping that the wasteland would take care of you for him, or that the stigma associated with travelling outside the vault would ruin you in the eyes of your fellow Vault citizens.
Of course, he didn't count on you coming back alive, and a hero in the eyes of many vault citizens, so he just had to up and kick you out. Note how he did it outside of the vault, where there were no witnesses. Once you were gone, he could tell the other vaultdwellers whatever he wanted about what had happened to you, and why you were gone.
Now, keep in mind that this is brash, unrefined theory. I'm sure it needs a little work, or a lot of work, before it will be useful to anybody as anything.
