Bend/Break the Rules -- does it work?

I tried to create a multiplayer character with a Bend the Rules or Break the rules perk, but I never got them in my perk list. I was at or above the required level and had the minimum stat. Am I missing something? I don't usually play multiplayer -- I was just checking out how the perk worked.

Do the Bend/Break the Rules perks work as advertised in single player? What I want to do with it is get Divine Favor and Way of the Fruit with a low Charisma.
 
I Have never received the bend or break the rules perk either, I have had characters way over the required limit. maybe it only works for ghouls and mutants? when I picked divine faver once it added an agillity point. not sure why. way of the fruit just raises some stats for a bit whenever you eat fruit :)
