Is it worth going beyond 100% small weapon skill for a character if you do not intend to make targeted shots (ex. continuous mode combat)? Afterall, at 99% your skill gives you a 95% chance. For other non-combat skills I really don't see the value. A sneak of 95% is as good as 160% or a lockpick of 80% will just take one or two more tries then a skill of 120%. Am I correct in this. Input would be highly appreciated.

Yes. Note that your skill drops off
rapidly as you move past your perception range and
towards the maximum range of weapons...a 150% skill
can go a lot further.

Not true. You get negative modifiers based on
light, victim's perception, armor, etc., which
again are better taken off of a 160 than a 95.

Not if it means you're in the "very difficult"
zone instead of "failed".

No.

Of course, I wouldn't recommend taking small guns
skill much past 120%, because you're going to need to
save up points to transition to big guns or energy
weapons...you really can't have more than 1 character
or so in your party with small guns, and even then
it's a long hard wait to get the Gauss rifle.

Personally, I recommend small guns -> 120%, then
tag energy weapons at level 12 and transition to it.
For other characters, similarly unless they already
have big guns or energy weapons tagged.
