Water Chip? Been There, Done That
First question: is what mod should/can do with game?
1- Add new hours of play it (new missions)
2- Increase quality
3- Change style of play it

Probably i made big mistake because mostly made inventions in option 2 and 3. But prior thing in mod should be option 1. Because people mostly like game like it is, but are bored, they seen everything on it. Just want new missions and hours to play it.

Ok how do it?

A: Add new locations is risk, because they must got the same style as rest of the world and fit to long known story. Also wrong way because build new town take many many hours in project and realise. Anyway this location must be connected to other world and end game slideshow. Bad Idea.

B: Add new NPC to known locations. Its good, but also may change world known during play. Affect game story: what they do here, and come from? When you see mutant in bar, you must ask many questions. Mostly it need modify in some way game story.

C: Add dialogues and quests to NPC that you meet during game. Peoples who just wandering around and give random floating messages. They was complete neutral to you before. Now you can talk to him, meet his story, problems. This will not change game but reveal new secrets of it.

I think here is solution. This dont change game, world, story but just add new quest to it- in result new hours of play the same game. This should be tolerated by everyone: 100%

In conclusion:
This idea is best i have ever. It should be tolerated by everyone so i even dont ask if someone like it just start realisation. Idea is to leave whole good known game world but reveal more secrets of it. Many new hours of play without broke anything. During game before you meet many neutral NPC that now will give you some quests or just you can talk with them and meet his story, problems.

Anyway this should be made very fast, mostly because got experience in scripts. Everything on this mod is add new scripts to already neutral NPCs make him more interactive, realistic- and source of new quests.
 
Mod progress
I got too many new locations, so better is include them to mod. Its good because you will known where search new quests. This will be just new areas in game world, new adventures, place where get new experience and items. So i will dont change game world and style of play it, but add new locations full with new quest. In first ideas i tryed made whole new game, but this will be add-on that made new hours of fun with it.

Altready i mostly design new quests to before made locations. My best idea now is go to new locations using taxi driver. He will bring to it and tell about every secrets in world so you will known what new can be found in game.

All these puzzles that i made during months i try join into one piece, finall mod. I dont want say anything about date of finall relase but i can tell that i again return to regular work on it.
 
Destruction and Construction means Evolution

Tell me, its better made brand new game on F2 engine or just new areas to old known?

In option 1 you can see many new things on it, so its olways something interesting and option 2 is good but you must play again the same game (it may be boored)

I got ideas to remade all game in my way/style: change all cities into something similar Necropolis known from F1. Filled with mutants, empty places and quest is search something (gecko, waterchip, anything) Other idea is just add to game new areas and quests.
 
I really liked this idea: the same Fo2 towns still in ruins. Only a few years passed after the war. A few survivors wandering the destroyed cities and the Master's Army supermutants around. Your idea of a taxi driver teaching the player about secrets of the wastes and tricks about survival REALLY sounds appealing to me.
You can add your new quests and areas and make something which looks old but actually is completely new. Lich, don't give up.
