Occam's Razor: they wanted to make the game easier and add in collectibles to satisfy the hordes.

If purchasing bobbleheads made me stronger I would have a bookcase filled with them and be capable of lifting a car with my flaccid penis.

Yeah, it's a cool video and it's definitely worth looking at what's quoted on them (especially the ones in Point Lookout), but the simpler reason was that they wanted a collectibles element to the game.
