IIRC, the base value is defined when the character is created, and the bonus stats are gained in game. For example, when an NPC levels up, or when your character performs a zetta scan or use drugs.

Firstly i've asked about critters in general, not necessary player char or NPC. So general critter like rat or mantis haven't got any levels up's, drugs or other things that can influence it's HP.
Secondally how bonus HP can be gaind in game as critter progress/developing result while many critters have NEGATIVE values in bonus HP field!?
The normal stats is what the critter has if you create a new proto via mapper (as example). The bonus stat is, if you add or remove points from skills / hp, etc. (as example via the mapper). Some critters have negative bonus hp, because else these values would be too high for the critter type (like rats and stuff).
