I equate cyberpunk to anything where technologically advanced races do cybernetics and there is a general police state in charge. This definition may be incorrect or misconstrued, given as my experience with cyberpunk is limited, but that's what I think of. Also, cybernetics and performance enhancements mean cyberpunk to me.
What little info they have seems to indicate the advanced technology and police state, hence kinda like cyberpunk.
