Some changes to consider are:
There should be demon characters with psychotic personalities,as well as mutant abilities with combinations of fast and furious crushing moves. There should be scary facial features on main characters! There should be a kill count of more than a thousand. You should consider a free editor for the game.

the whole reason why i love fallout is because there is no demons.

I think he means demons, as in ugly-type hell-bent on destruction, evil Player characters.
Kind of like, bloody mess, only it affects your mind. The more you kill, the more your stats fluctuate.

Mutant ablities=Marcus with Power Fist and Fast Hand to Hand.
In case you want an evil character, why not? It should show how the facial features change with varying levels of charisma. Yeah.. three faces are spaz.

Kill count of more than a thousand? Why? If you've got berserker trait..
