Busy cook in Shady Sands

There's a busy cook in Shady Sands whom you can compliment and get +1 reputation. What I noticed is that if you do it before Ian joins you, you will be able to talk to her and compliment her, but if Ian is already in your party, you won't (the dialog screen won't open and she will simply respond with a "speech bubble"). Anyone could explain this behavior?

Maybe Ian is a huge enemy or rival of the cook, and so you don't want to insult him by encouraging the cook... maybe that's why he keeps shooting me in the back!

But it's probably just a bug.

Actually party members do that kind of stuff pretty often - I've been taking friendly fire in my back more often than I thought was neccessary . They don't hesitate hitting friendly people either such as attacking helpless hostages (nothing like seeing a half-alive hostage in a gunfight almost making it through the door just to be shot to pieces by one of the idiot rescuers). Their in-combat decisions are sometimes really moronic but since the game itself is somewhat mad I'm fine with that .

Ian is just busy talking to her about how he is going to try an kill you AGAIN, so he can take that fancy suit of yours.

I heard it is a Charisma / Luck roll, I too have noticed that the cook doesn't always go to the dialogue box but just shrugs you off and says she's too busy.
