I have just recently begun attempting to convert the fallout universe into a pen and paper RPG. I am currently leaning quite strongly towards chooseing to base the system on Palladium due to what I concider to be an exellent moderen combat system.

Anyhow I have a very basic dillema right off the bat. Palladium uses a concept of OCC's or Occupational Character Classes, which is sorta like race and class all rolled into one, Anyhow I thinking of only haveing a single class but haveing a table that you can roll on to determine any mutations that you might have, sorta roll all the different races from fallout tactics into one. That would be the easy rout. If I don't do that I could go and attempt to create and ballance all the races from Fallout Tactics. I'm not really sure how I would go about doing that though since some of the races are inherantly unbalanced.

Anyhow, please feel free to voice any ideas that you might have, from different system ideas to adventure hooks. I hope to make it avelable for a free download once it is finished but that is likely to be several months from now.
 
Yes, many people have tried to make pen & Paper RPGs, and most of them have failed. Brios link is to what is the best and most popular around. As i said i know many people who have attempted to do what you are doing, myself included. You'll find very early on (Or later into making it if you're unlucky) that players don't want rules and rolls that explain every situation and every possible situation. When i touched this topic i came up with rules for running caravans, rules for buying caravans and homes and all sorts of things. For being in charge of business and all the possible things that players can do in all succesful RPGs. Then after i read some of the better pieces and thought it over i realized some other stuff. This also heavily came from me taking up RPGs like D&D a lot more seriously. That these rules don't always fit the GMs plans, what they need is the basic working system. They want to feel as if they are in control that they are working with a system that is flexisible that will simply be the background to their creations. The second thing i learnt was that however good or superior your ideas may be you cannot rival popularity.

My best advice to you is to abandon rolls for mutations and such and go back to the basics. Also got to the existing RPG and post to say that you wish to create a version which uses a different system and post the details. They are the experts on this.

While you are technically posting on the correct board this place is deserted since the majority of the fan ficers moved out to the Illuminati and from there began to deviate from Fallout. Venture through that link and see what you find. This time next week you may well either have dropped the idea entirely, or have a succesful RPG system just begging for you to create adventures to play.

They have a very advanced PnP RPG based on the Fallout Universe. Don't go in thinking it is exactly Fallout because it isn't, but you will get a firm handle on how to create a Fallout PnP RPG if you learn from the members of the Project.

I'm an old school pen and paper gamer, although I havn't been playing recently. i've also designed a few rpgs myself. If you still want to work on the pnp version, i'll do whatever i can to help
 
thanks guys... I was not aware such a system exsisted, that's why I wanted to make my own. I doubt I'll go ahead with my own now unless I find I really dislike both the other options.
 
Me and some friends actually played a Fallout PnP RPG using the GURPS system. It went really well.

I think GURPS is the best bet for a good pre-existing system for a FO RPG... :) One of these days I might even post all the stuff on the net that we used.
