Campaign editor question...

Does anyone know the true extent of how flexible the editor will be?

As an example, I'm thinking of planning my campaign to be in the southern US, and there will be a couple cities tied to the "New Confederacy". Now, the thing is, I figure I'll have dark-skinned tribal-looking guys as slaves, and pale-skinned guys as the "confederates", and the player can make his own choice if he wants to help the confederates kill off this militant group of escaped slaves, or if the player wants to help the escaped slaves kill off the confederates and free their comrades.

The thing is, for a mission like this to be "realistic", it would have to be able to take into consideration the PLAYER's coloration. In other words, if the hero has dark skin, the confederates would probably take an instant disliking to him. This wouldn't change how the missions in the region play out, but just how they react.

As an example, if the hero has light skin, the confederates might say something to the point of "Hey there fellow white man, help us round up these pitiful darkies, etc etc", whereas if the hero has dark skin, they might say, "You pathetic wastrel, here's your options, kill off your escaped brethren and we'll let you stay a free man, or your ass is coming into the camps, etc etc"...

It may sound a little racist, but that's the point...do you side with the "bad guys" (aka the Confederates) or the "good guys", the escaped slaves?

Also, can situations differ based on things like gender, hair color, age, attributes (ie: someone with 2 ST is told they aren't strong enough to do a particular job..), skill percentages, reputation, etc?

Hopefully everyone would side with the slaves :). but I do beleive you'll be able to do that exact thing. but it might be tied to race and not skin coloration. Meaning you might have to make the slaves Ghouls or Mutants. Im not sure that coloration means anything in the game but it is defenatly made up to be racist of ghouls and mutants.
