Can anyone name this movie for me?

First time out of the vault
This has been driving me nuts all day.
I want to rent a movie I saw at a friend's house a while ago but I can't remember the name for the life of me!
I figured someone here might know, since the movie is set in a post-apocalyptic setting,

What I remember:
- The movie is post-apocalyptic, and the sky is blood red for the whole film
(It's explained as some sort of dust in the air I think)
- The main character looks like Snake Plissken, complette with eye patch and macho characteristcs
- One of the secondary characters who follows the main char. around is an albino mutant; apparently alll mutants are albino, and have very short tempers
- Another seondary characteer in the party isa female half-mutant who can control her rage to kick some serious ass in the film
- At the end of the movie the main character kills his long-lost brother; it is revealed that the main character is the true ruler of this medeival-style town that has been built up out of nothing
- The movie was made fairly recently (last 5-10 years)

Please help.

Sounds suspiciously like the TV movie based on James Axler's Excellent "Deathlands" novels. How was it???
 
Hmmmm Traci Lords is in it. Ive seen some of her earlier movies. Oh wait I shouldn't....talk....about...that... :)

I guess the *quality* of the movie also slippped my mind.
Time will tell if I remember hating or liking it the first time, no?
