You know, I've been thinking about this a lot more recently. And I was wondering if FO1 could pass off as a horror game? I mean they're certain parts of the game that heads more into the horror genre than anything else I've seen in the series, well okay, besides certain aspects in Fallout 3 and New Vegas. Although the stuff in both those games can't be compared to some of the horrors seen in the first game!
One of best examples that comes to mind at the moment that highlights the horror aspects seen in FO1 is this..

The Corridor of Revulsion:

"The hairs on the back of your neck rise. You feel something from the corridor ahead. The bile rises as you recognize the mass of flesh ahead - human parts in the wall itself. The worst part is that it is moving, calling to you. Your nose starts to bleed. You hear voices in your head. They are calling your name. Darkness washes over your eyes for a moment, but you recover. A voice calls to you. You turn your head and see the image of a forgotten friend, obviously dead. The worms fall from her rotted jaw as your headache grows. It is getting harder to move forward. Your foot seems bonded to the floor. You look down, and the flesh of the floor is crawling up your leg. Teeth gnaw at your knees. Still, your headache gets worse. Something catches your attention, a flash of movement from the ceiling, and then a sliver of bone pierces your eye! With it comes the thoughts of the dead and tortured! The pain in your head is maddening. You feel the sins of others wash over your soul. And it gets worse, as your sins answer them. Like madmen, they fight through your psyche, and in the process tear your personality apart. Your head is pulsing with the intrusive thoughts of others. The pain grows and grows. Suddenly, as if it never existed, the pain vanishes. You fall to the ground and weep. But something does not feel right. The pain in your head does not feel as bad as it did. The effects of this strange corridor do not feel as strong."

That entire description right there just gives me the chills, still does after reading it in its entirety!

Heh plus, I've seen people all across The Internet and Social Media saying yeah, they do consider it to be a horror game, or at least that it CAN pass off as one.

I don't know, I'm just kinda rambling now but anyways, what do you guys think?

There’s definitely a lot of horrifying concepts and designs in Fallout, but I’m not sure if that’s enough to qualify it as a “horror game”. Is Halo a horror game because of the Flood? When I think of the horror genre in terms of video games, I think of games whose main goal is to scare you. Stuff like Outlast or Alien: Isolation. I think Fallout’s isometric perspective and turn-based combat prevent it from ever being truly frightening. I don’t actually feel disturbed when I walk through the Corridor of Revulsion, I just think “whoa, this is really fucked up and looks cool! It sure must be horrifying for my character to walk through this!”

That being said, if Fallout was first-person and highly detailed, the Corridor of Revulsion might make me shit my pants.

There could be a horror game made just like it for sure. Someone get on that. See ya in 20 years.

I added the toxic caves in my Duke LP I think. It did not look that pretty though.

not really. fallout 1 has shock moments but they're few and far between, there's many moments of levity in between which take the focus off the horror and onto the other components of the game and it's design.

As the others already said, I don't personally think that Fallout 1 can fall in that genre either. Though I must point out that Fallout 1 is the most eerie and disheartening game in the entirety of the franchise.
