Can not open multiplayer on Fallout Tactics

First time out of the vault
I have Fallout Tactics on my windows vista but the multiplayer will not work. It works on all other computers I put it on, but not my home desktop. I open the game and when I click on multiplayer it pops up and says "Failed to create DirectPlayLobby". Please help me fix this.
