Cannot get quests in Modoc

First time out of the vault
Hi,

I played this game last time like 7 years ago and I remember getting Haunted farm and finding Jonny quests without problem.

I now have restoration 1.1 installed and I can't get the damn quests.
Perhaps it's Charisma thing. I have 5... Maybe it's too low... Can somebody confirm this?
