Can't center game on screen

I apologize if this is posted somewhere but I tried looking first and read the FAQ's and couldn't find anything.

I'm having a problem where everytime I try to play fallout2 it seems to load up fine and sound works and all that jazz but the game will not center. I've changed the screen ratio and tried to change the compatibility and basically everything I could think of. Yet nothing seems to work. Was hoping someone could help tell me what to do so that I can make it center on my screen. It's not a minor problem like it's just small and off to the left a bit. it's off to the left to the point it's off the monitor. on the main menu all I see is the last letters of the words like the T in exit.
 
it's plugged into my 37 inch lcd tv. I've had it before to be slightly off in other old games but never to this extreme. and I could usually find a way to fix it. but there's no way to do it just using the tv.
 
So why not use your monitor instead?
Anyway, if there is no way to move the display on your TV, maybe you can change it in your graphics card's control panel. I'm no expert but I'm pretty sure Nvidia have settings you can play with. Have a look at this and see if it's any use.
