It says Fallout 2 v0.5.

So I think its a screenshot from an early beta version of Fallout 2 and Odin got his hands on it somehow. All the VanBuren design docs must have found their way to NMA too so I think this is the most logic conclusion.

Fell free to correct me if I'm wrong
