Can't load data files

First time out of the vault
I've got problem, when I go to data files in game launcher and mark mods to turn them on, they are not working and when I open data files again only Fallout3.esm is marked. I changed bInvalidateOlderFiles=0 to bInvalidateOlderFiles=1 in fallout_default.ini but I cant still turn mods on
