Cant pick locks or use crowbar on containers in vault 13

Fallout 2, I believe its the latest patch from this site I could find.

Whenever I use my lockpicks/skill or a crowbar on the containers on the 3rd floor to get the navcom parts it just says "that does nothing" or somthing. anyone else had this problem and know how to fix it?

And yes they are locked.

Have you cheked are the containers locked?
