Certain Party Members Level-up SIX times?

First time out of the vault
I looked at the party.txt file from master.dat and saw that Sulik, Vic, Goris, and Dogmeat were designed to level up 6 six times.

After Sulik levelled up for the 6th time, he would have 145 HP and 14 AP.
After Vic levelled up for the 6th time, he would have 132 HP (forgot how many AP).
After Goris levelled up for the 6th time, he would have 187 HP and 45 melee damage.
After Dogmeat levelled up for the 6th time, he would have 161 HP.

Why is it that I never see these characters level up 6 times, and they always stop levelling up after the 5th time? Is this problem correctable by scripting or is this "bug" hard-coded?
 
Mostly because most people don't play enough levels for the NPCs to gain more then about 5. They do have 6 levels.

After reading your posts, I recalled an old savegame. My character was Level 66. Up until the last character I played out, I remember recruiting Vic very early in the game (when I was level 3-4), and never asking him to leave once he joined (exception: games in which I tried to complete the Navarro quests non-violently).

According to the party.txt file, the Level Minimum for Vic to start levelling up is Level 5. Vic levels up every 4 levels that the Player Character obtains. 6 Level-up pids are indeed listed for Vic.

Yet in my saved game, Vic has a HP maximum of 117, the 5th Level-up version. If he fully levelled up, he'd have 132 HP. Let's say I got him at Level 4. Then according to party.txt, Vic could have levelled up (66 - 4) / 4 = 15 times minimum.

Thus, there must be an issue that prevents a party member from ever obtaining that 6th level-up, at least in the US version 1.02d. Besides, even the NPCs section under Fallout 2 on No Mutants Allowed website does not acknowledge the existence of these 6th level (if you refer to the NPC when they are first recruited as 'Level 0') NPCs:

According to the website, Sulik stops at 134 HP, Vic at 117 HP, Goris at 175 HP, and Dogmeat at 151 HP. This is the way my Party NPCs have always levelled up in all games I have played (MODded or not).

So honestly, what gives?
 
A) The website is just that, a web site. His interpretation is of his gaming experience which might not be complete.
B) It doesn't "level up every 4 levels", as if you didn't notice yet level-ups happen randomly.
C) Indeed, it's possible that it's not attainable. I can't certify anything. They do have 6 levels in the party.txt. That's a fact, and they reference working PRO files, another fact. If it all works together is still speculation.

This is one annoying feature of the game. You have to be at least level 6 before party members start gaining levels. Afterwards, each time you gain a level there is a 1 : 3 chance that any given NPC levels up. I can assure you this because I remember saving and reloading A LOT when I gained levels to get the largest amount of NPC level ups per level. I have managed to max half of the available NPCs. If you want to retain your sanity, save and reload until you get at least 3 characters to level up at once. Any more than that, and you'll have to take Ritalin and Valium whenever you level up.

Correct me if I'm wrong, but nobody addressed & fixed the bug that has been there since the very beginning of the game yet - I speak about the stupid feature that prevents NPC with 6 levels from reaching their sixth level. (Sulik, Dogmeat, Vic, Goris). Seems like a nasty hardcoded bug. I'm just curious what could possibly block the NPCs from reaching their last level - any programmers here? :) . I don't think it's intended, the proto files and pids seem ok, so it's pretty weird nobody fixed it up yet..

I "fixed" it up myself by swapping the level 5 statistics to level 6 ones, just to have "fully powered" npcs, as intended, but maybe there is some way to make'em level up normally six times? ~~

btw: Sulik on his sixth reaches like 46% critical chance, so yummy. :p

You could also have used your reading skills to see in which part of the forum this was supposed to go.
