First time out of the vault
ok so I found the cfg file...it was under a different name...but anyway in the link i was sent where it tells you what to type in...i dont understand the HD letter? how do i find out what it is? and then when it means path to editor does it mean the path to the cfg file?
 
The drive letter will be found in the folder tree window in Explorer. There will be something called "Local Drive (C:)" or "OS (C:)" or similar.

The path is the path to the folder where the game is installed, specifically where the dat files are.
