What is the significance of the red and blue colours of the character skills? And why do some of the characters go down in some skills, e.g. stealth?

For example, if you lie down or crouch, your weapons skills will go up (and be coloured in blue) because, obviously you'll have a more stable platform to shoot from. While at the same time, going hand-to-hand or melee will be more difficult (imagine boxing while lying down 
, which means that your Unarmed and Melee Weapons-skills will be reduced and colored in red. Another example is putting a lockpick set into your active item slot: Your lockpick-skill will be raised by about 20% (with the standard lockpick-set). If you have 2 lockpick sets, and put each in an item slot, you will get double the skill raise!
Red color means that you have temporarily lost some points of the skill in question. This often happens with stealth, and here's why: Certain types of armor decrease your stealth. Imagine it yourself: A thin leather armor, or a big, bulky and rattling metal armor. The decrease is huge: If you change from leather armor to metal armor, you will lose around 40% stealth skill (and your stealth skill will be colored in red to indicate this). I've heard that you'll lose 75% for power armor. YIPES! You can always switch back to Leather Armor (or leather mark 2, since that doesn't decrease your stealth) to regain your stealth ability.
Another possibility is, that you are suffering from withdrawal symptoms of chems. For example, if you take Rad-X, you will gain around 50% rad resistance. But once it wears off, your rad resistance will temporarily drop to about -25% (it'll be colored in red). This symptom will go away with time.
