Citizens? as Ghosts?

I came on a random encounter right off the bat in the game it said do you want to encounter citizens I clicked yes but the citizens are grey and I cant steal or otherwise act with them they eventually left the map is this a bug?

They are stealthed. Thats way they look like that. You can't steal from then because they are to quick in getting away from you. You need to be close to your target to steal from them. Have you tried attacking them ? See if you can attack them. Because even a stealthed character can be attacked, iirc.
