COC bagde in Fallout 1

First time out of the vault
Hello there. This is my first time posting on the NMA forums, and I have a little problem regarding the Cathedral.

Apparently, I'm supposed to open the back of the Cathedral (the room behind the podium and the TVs) using the red COC badge, right? But when I use it on the door, it won't open! I've done just about all I could, but the door won't open for me. Is this a glitch of some sort? Is there a way to fix it?

The red badge opens the door to the stairwell. You need another one to get into the back corridor. (Or lockpicking. Or explosives maybe.)
