I think these are just cosmetic items in the game, though there could possibly be some use.
I don't remember if Nuka-Cola gave you anything or not in Fo1, but I do know alcohol does take down your perception. I've been toying around with this idea too in my head, but would it also be good to add a little bit of damage resistance due to the body being supple at the time of inebriation? In other words, you're a bit more limp when drunk, and then damage might not be noticed or even that severe. Case in point, fighting a drunk, or even a drunk surviving a car crash relatively unscathed.
Along these same lines, I do believe that there is a Perk for Fallout Tactics that is akin or actually 'Drunk Monk', a bonus for HtH fighting.
It could also lower your Agility, heighten your Charisma (or lower it, possibly a random thing since it is based upon the drinker's emotions), or many other things. Aiming of guns would be off, so I think the only benefit this would pose would for for HtH or melee weapon attacks.
