I cannot finish operation Coldwater. I have found two power armors, which i have to return to general in that mission. I kill all thieves, was everywhere. On the roof is some small building with stairs. Maybe I must go there, but how? Please help

Can't remember what house you mean, but there are 3 armors you need to get, and one's at the thief leader at the top floor, just search thrue every floor and you get'm all

Since you've gotten two of the power armors, that means you already made it inside the generator room on the 4th tier. To your left is a hallway that leads to a small room which leads to the Town Hall. At the far end of the Hall is a barricade and the final guy with the power armor. Be careful, two laser riflemen are at the far end of the room and a rocket launcher guy is hidden against the near wall. Walking into the large town hall room will trigger a quickie conversation with the last guy in the power armor.
