Yep, console is tilde, just like in Fallout 3. Note that opening the console, accidentally or not, disables all achievements until the game is restarted, so be careful and save before you decide to use a console command for something.

That's just stupid. I only open the console by accident because it is between tab and esc and I'm trying to do something like making companions appear at the lucky 38. Or opening that door that the patch removed the key to.

Not to mention if you were using the console to cheat achievements, you can save, close and reload right before getting the achievement.
