conversation window stuck

In the game fallout2 there is a window that pops up when you talk to certain people. Whenever i talk to certain people ( mother of the girl who was kidnapped in the "squats" near vault 15 and some others ) the conversation screen freezes there and i have to quit and reload the game. this is becomming increasingly annoying and some times willnot go away. please, how do i fix this

The standart procudure i would say:
Reinstall the game.
If it doesnt work reinstall windows
