How do I get it to create a file. "Dat" and run the translated files?

You don't need to put the translated text files in a *.dat archive at all. Unpacked folders have a higher priority than packed *.dat archive while loading. Just create proper subdirectory structure in your Fallout (2?) directory and place your translated files there.
Anyway, you can download manual install of killap's RP; there are batch files with commands for putting file in the *.dat archive. Learning from the best can't hurt, I say!
