Perhaps welsh, but d20 in my eyes encourages it to a whole new level. After seeing a party work their way to high enough levels that it was nigh-impossible to challenge them with any monster straight out of the books, I didn't see the point.
As far as working in a computer game, ToEE is pretty much straight d20 from the book. I thought the combat system was a bit too tedious for my taste, but other opinions may vary.
