Wish I could help you out. Rest assured, you're not being ignored, it's just that it's a question that very few people seem to know a good answer to. The original Fallouts can be infuriatingly touchy as regards display/video issues.
Open Broadcasting Software is a free Streaming and Recording tool. Forum wont let me post link because I must be assumed to be bad because I'm new. Google OBS in Google and it should be the first suggestion.
I am unable to link to the guide with optimal local recording settings but there is a guide available on their site and you should hopefully be able to locate it with ease. From personal experience I've found disabling Aero within OBS and using Monitor Capture is the best way to pick up Fallout 1 and 2 and turning Aero on using Window capture with Borderless Fullscreen on 3 and New Vegas is the best for those games. If you have a capture card you can use that as well via OBS as well.
For voice recording I highly recommend to use Audacity over OBS as with two separate audio files makes things easier to edit in video editing software as as Audacity's inbuilt static removing tool. Once again I cannot link because of me being new. Ugh. But googling Audacity should come up with what you need.
Fraps, Bandicam and other inferior recording tools are no longer necessary with OBS and Audacity.
