Difficulty settings, what does it change?

I mean what does it *exactly* change?? does someone know? I know that in fallout, you had a penalty to all your rolls and the comp did have a bonus to all his rolls. But there in the manual it says something like
1) the ennemy is smarter (duh!)
2)he aims better (how better?)
 
I think you just get penalty to all your thingies and the comp. gets..uh..hm..what's the opposite to penalty? Anyways, I don't really believe that it makes the enemy "smarter". Just affects the rolls.
 
It also affects how the enemies act. Duck behind cover, attack in some semblance of formation, etc. It also affects accuracy and damage rolls.
 
I've never noticed any such difference in the AI, if they've been set to use cover they will no matter what the setting. IIRC your skill rolls will go down by 10% as the game gets harder, i.e if at the start of the game (on easy) you point your weapon at an enemy and you get, say a 60% chance to hit, that'll go down to 50% if you change the game settings to normal, 40% on hard and 30% on insane. Presumably the enemy's skills go up by 10% per each level.
