Divine Favour Perk

i was recently reading the manual in the perks section and i noticed that the divine favour perk is lvl 14 required, does this mean that humans cannot get it? (because most of the weird level required perks are for ghouls or mutants and such) did they just leave the race req out by mistake?
 
No, humans can get it. I think it has to do with charisma, but then again it raised my agility. so who knows:)

You can pick it up any time /after/ level 14, so Humans can get it at lvl 15, in most cases.
I don't understand the formula, or if it's totally random, but it basically gives you a +1 to a random stat (my Int went from 9-10), and you gain perks every two levels thereafter.

Hmm. So THAT'S why they put charisma in the game :-) (It required 8 CH, right?) I've been playing with 2 CH and seem to have very little difference to my previous 6 CH char. Or does anyone have different experiences? Luck also seems irrelevant now, since you won't get any critical hits at all anyway... It's much harder than in F2.

I noticed a big difference in the recruit pool after the first mission. With a charisma less than 6 I had only three recruits available. With 6, I had access to half a dozen of decent quality immediately.

Luck is useful for perks if nothing else. A luck of 6 entitles you to Toughness if you also have an Endurance of 6.
