Well for FO2, patches are usually made into a patch DAT, but for FO1 this is not the case. Patches for FO1 simply put files in the \data directory. You should be able to put your translated files there.

AFAIK the FO1 engine doesn't support reading a patch DAT, so unless you made a completely new master.dat, it wouldn't work. And it doesn't make much sense to make a new master.dat.

Place the files in the \Fallout1\Data directory in the same relative location you found them in the master.dat, and they should override the originals.

Yes:
pack -r -p datfile.dat
and all will be ok.

I tried using KA PACK a while ago, when DAT2 wasn't available, to automate DAT building, no luck. I think the only thing interesting about those KA tools are that the game used the same scripting engine and some of the same opcodes. It's useful only as something to study or compare to FO engine. You're right, but it used all the same opcodes. It's the script compiler for FO1 and FO2.
And our unexcelled Anchorite made this compiler from sources some time ago and even had fixed some bugs.
