I am playing on normal difficulty, the latest patch, and some weapons mods.I have completed three missions and am finding that my team rarely suffers casualties. The raiders can't shoot! Will the, game get more challenging as I progress? Can I change difficulty settings mid game?

Yes the game gets more difficult though I'm currently playing on Hard. You can change the difficulty on the fly on the options page. I don't think they get any smarter but they definitely do more damage or take less damage. In general the opponents get better guns before you do though you upgrade as quickly as you can kill them and take their guns. Good armor can be difficult to come by though.
I think the game is more difficult in real-time mode than in the turn-based modes so that is another knob to tweak if its too easy. I prefer the squad turn-based mode for more strategic maps but its much slower going in general.
