Does the Brotherhood run a feudal society in FO: Tactics?

In Fallout: Tactics, what kind of government structure does Brotherhood run in the wasteland of the Midwest region? Judging by how the story progresses, it's defintely not democratic one plus the Midwest Brotherhood are no charitable saints. It almost appears that the Brotherhood runs a feudal society where the savages and outcasts are considered the serfs and the Brotherhood themselves the elite ruler. Could it be the Midwest Brotherhood is just another new sophisticated warlord tribe but much nicer when compare to the Raiders? My guess their goverment structure is authoritarian not totalitarian dictatorship. What's your theory or assumption?
 
Well, you could call the Brotherhood "the lesser of evils". As the game progresses you encounter various things that make you doubt the righteousness of the BOS, for example the labor camps and the crucifictions of dead bodies and whatnot.

As for the feudal type governing, I believe that it is the only way to rule such a chaotic place such as the wasteland..

Or they strengthen your believe in them. Seriously, I like the way the Brotherhood is. You have to be strong and harsh to survive in such a post-apocolyptic world.

This may sound like flip-flopping, but I also think that these methods are necessary, although immoral.

As long as loyalty is engendered to the institution and not the people RUNNING the institution, then the system of "rule with the rod, lead with the rod" can work very well.
 
They are less secluded than their western counterparts. They seek more resources and need to be open to get them peacefully.
