Ex: i want to give a minigun (10 str req.) to boone, he has 7 in str. he is equipped with remnants power armor which raises str. by 1 (to 8) and i also have the weapons handling perk which decreases str. requirements by 2, will this perk + armor affect boone in anyway? or will he simply be inaccurate with the minigun?
Does the strength req. for a weapon affect companions?

Ummm I don't believe so. Companions despite how physically weak they are or how strong they are, they are unusually accurate with weapons they are good at. I don't think the game takes into account for that. But I mean a minigun is a bad example either way. It's inaccurate anyway.
