Drawing Weapons everywhere and killing kids that swear at me

I have some experience in modding some games other than the fallout series.

I want to make a mod to let me draw weapons on kids

(Yes, having 10 year olds swear at me is very annoying !!!)

Does anybody have any advice on creating this mod?

For some characters in games like Oblivion/Fallout series.

I just feel the need to blow their heads off!!!

Like that megaton guide woman that's a total HYPOCRITE( I HATE

HYPOCRITES )

And kids that swear at me like that little lamp bastard.

Chopping their heads off is fine(With Oblivion Deadly Reflexes mod)

But blowing it off without a mod...

Achh to bad they disabled the groin shot....

I just use video games as a way to vent of my anger, mostly....
