Dual Layer burners

I'm looking for an external USB Dual Layer DVD burner for my laptop. I need a good one below $100 preferrably, but quality is more important than price here. Speed isn't an issue, since I intend to burn at the lowest possible speed. Do normal DVDs work with it?

also, it needs to be able to burn DVD-RWs.

I know where to buy burners, I just fail at determining which ones are best.
