encounter with minigun guards that killed civilians

I am in an encounter with Mcarthy and Hubert (I assume the guys from the first Fallout). They are two power-armored BOS guys with miniguns. They have just slaughtered a bunch of civilians. They are guarding a door. I cannot talk to them, nor can I open the door. They do not have keys. They are top fighers, but Demolition Expert perk combined with lots of dynamite and mines made short work of them. I still cannot open the door, and it is clear there is a staircase inside. Can I do anything here?
 
Aside from gathering loot, nothing. I always overdose one of them to get that vindicator minigun early in the game. And aside from the miniguns, you wont find a lot of loot. In a sense it's one of those useless special random encounters of FOT.

I hacked my way into the building with the editor and there is not much to see inside. I am using the building in one of my maps though and even gave it a big basement level.
