Exact Behaviors of Scout, Ranger, Explorer Perks?

Ahoy,
I am looking for hard numbers on what the three Fallout 2 encounter-related perks of Scout, Ranger, and Explorer do. Each Fallout wiki has slightly different explanations.
The problem is that their descriptions are ambiguous wording, that cannot be confirmed with plugins looking at the perks code.
The descriptions are as follows:
Scout -- "You have improved your ability to see distant locations, increasing the size of explorations on the World Map by one square in each direction. You also have a better chance of finding special encounters."
Explorer -- "The mark of the Explorer is to search out new and interesting locations. With this perk, you have a greater chance of finding special places and people."
Ranger -- "You gain a +15% toward your Outdoorsman skill. You are more likely to avoid random encounters if you choose, and tend to find those "special" encounters more than most."
As from the Fallout fandom page of Fallout 2 special encounters [link], which speaks of this copy of Fallout 2's worldmap.cc file [link], all these perks boost rolls on special encounter table. Explorer adds the +2 luck value to finding special encounters, while Scout and Ranger each add +1 luck value. This matches the descriptions, as all of them reference the word "special," meaning special encounters. Player can stack the bonuses to +4, but it costs 9 levels of perks.

Explorer would have only one effect: adding a +2 bonus (equivalent to 2 points of luck) when rolling for special encounters.
Scout has two effects: 1) it adds a bonus of +1 to rolling for a special encounter over a regular encounter on the worldmap, and 2) it increases the sight radius by two on the overworld map.
Ranger states three effects. 1) +15% Outdoorsman, 2) easier to avoid random encounters, 3) +1 bonus to roll for special encounters.

Ranger perk is confusing for me. Where does the avoid random encounters come from? Is that just another sentence, for the same part of the Outdoorsman bonus? So, it only has two effects.

All these perks have a common function, with slight differences. Why are these three separate perks? This seems like poor design.
