Started playing the game again after the patch was fixed.

Charisma (Divine Sniper of Chance)

S5, P6, E4, C8, I7, A7, L10
Gifted, Small Frame
Small Guns, Steal, Barter
Tough Guy(Girl?)

Completed the first mission a little bit easier (They said they added more healing to the first mission but DANG! 30 stimpacks!). Made level 3 thanks to the tough girl edge. Upon return I found three new characters. I will be making a 2 cha game and 10 cha game next to see if cha does affect the pool now. I have not bartered yet, but will do so after next level with a before/after barter skill and see the difference. I did a brown noser quickload and there was no change to pool or inventory. I'll probably take Swift Learner as my first perk and see how it stacks with the tough girl feature.
 
Why does everyone keep having this notion that the brown noser perk should work the same level you get it ? it start working the level after you get the perk, so there will be no immediate change when you earn the perk, only start to show another level later.

Hmm when i tried it i saved and reloaded later and noticed the efect but that was pre-patch,
