Others know much more than I about graphics modding, but if I get your meaning correctly then the bad news is that while artwork from Fallout Tactics (eight perspective animations) can be added to Fallout/Fallout 2 by removing frames, as far as I know no one has ever added Fallout/Fallout 2 animations to Fallout Tactics (as additional frames would have to be meticulously drawn one pixel at a time ). Most genuinely novel animated artwork for either engine (FO/FOT) is done by folks animating from scratch in 3DS Max etc rather than adapting existing material.

I can't speak/read French, but I was able to enjoy the universal language of pictures on the link you provided in your first post. I thought the tree-monster, the blue worm-thingie, and the eagle were all particularly nice-looking.

Do you mean the file size is smaller (kb), or the image size (x by y pixels) is smaller?
For all the games, those GIF exporter programs are very outdated; though fine in their time when they were the only tools available, Fallout graphic editing has advanced considerably over the years. The best tools currently available are:
I'm guessing you merely want to export all the animation frames from Fallout artwork so you can edit or reassemble them at your discretion with Infinity graphics tools. The programs listed above are all suited to that purpose, and are fairly easy to use for the basic purpose of exporting existing animation frames.
There were some sprites like "Black Dude in red shirt", Small Gecko (i don't remember if it still available) and others. Anyway, they look quite unsatisfying in FoT, so i prefer new sprites of Darin.
We managed to enlarge the radscorpion of FOT, but if possible I would like to have the sprites of FOT to their original scale (as in the game resolution) to avoid pixelation ...
Yes some of this animations are really nice, & some of them come from Brave New World Mod (Age Of Wonder /Kirky) that use animations from games that benefit full eight directions, which can be interesting modders communities working in isometric view .
