F1: starting items

What determines whether you get certain starting items or not? Some characters I created got lock picks while others did not. How come? All the stats/skills were the same.
 
I haven't noticed any starting item differences but my guess is on Tagged skills and the game determines what to give you based on those.
 
You start Fallout 1 with:

1 - 10mm Pistol
1 - Knife
72 - 10mm rounds
Knuckle Buster
2 - Flares
4 - Stimpaks

and LOCKPICKS - if you play as the girl...Natalia
 
OK, it turns out the differences I noticed were because of different difficulty levels. When you install Fallout and start a new game for the very first time, you start on easy or normal (I don't remember which one) and you get more items that way compared to hard difficulty (which was the difficulty all other characters I created started the game on).

Actually, it's pretty stupid that you cannot change game options BEFORE starting a new game. If you just installed the game and want to play on hard properly, you have to start a new game TWICE - otherwise you get the stuff you shouldn't be getting :). No idea why they did it that way. A minor problem, sure, but that's just useless confusion among other things (such as manual lies).
 
Tested this by starting new game, setting Game Difficulty to Hard then going to the main menu and starting the game again and then I noticed the item differences. Quite odd that you cannot change the difficulty in the menu or that the game doesn't ask you but that's a small thing.
