I've killed everyone that I can find in this area, have freed everyone in the large (west) cage, but when I try to open the east (indoor) cage, Kurisu asks "is it safe yet?", and my only dialog option is "no, let me finish here". But I can't find anyone else alive in the area. I've been behind the buildings, inside all the rooms, there's nobody here but me, Sulik, and the prisoners in that cage. Is this a bug? or is there something I have to do *other* than slaughter the slavers?

It sounds like one of the slavers might have ran away off the map. I know other people have had similar issues in the past.

Hm, it sounds like one of the slavers was not killed, only knocked down during the fight. Use the combat mode to search whole camp, I guess one or two survived cowards are hiding in wood. (There are blockers placed on map, they cannot leave.)
Try to sleep/rest on the map - if you can't then you know there is still a baddie around somewhere.
Wow, this is really weird... 
There *is* one opponent *sort of* still alive. If I enter combat mode and switch to targetting cursor, this one person highlights. However, I cannot attack him!! When I place the cursor over him, it shows as a red X.
Also, once I exit combat mode, I can rest just fine, even standing right next to this one survivor!! I already did "rest until party healed", which took several days, and then did a further "rest until morning". But even after all this resting, the one survivor doesn't come back to life so I can deal with him. Maybe I can reverse-pickpocket a grenade onto him?? (no, that's only in FO3)

Okay, I finally solved this. I left the camp entirely, and camped overnight in the countryside outside the camp. The next day, I returned to camp, but now all the other bodies were gone, this one survivor was still there, but now I could attack and defeat him/her once and for all, and complete the quest, which I did.
